Year: 2026
Type: article
Abstract: This article synthesizes proceedings and outcomes from the 2nd Pracademic Emergency Management and Homeland Security Summit, hosted virtually by Embry-Riddle Aeronautical University’s Worldwide Campus College of Arts & Sciences and its Virtual Collaboratory for Security and Resilience Education, Research, and Engagement. Drawing on contributions from an international and interdisciplinary group of scholars, practitioners, students, policymakers, and professional organizations representing higher education, government, industry, and operational practice, the summit examined emerging challenges and future directions across homeland security, emergency management, resilience, public health, homeland defense, disaster planning, information disorder, artificial intelligence, ethics, and standards development. Several cross-cutting findings emerged. First, preparedness and resilience increasingly require adaptive, inclusive, and whole-community approaches grounded in trusted communication, social capital, functional needs inclusion, and meaningful stakeholder engagement. Second, while artificial intelligence, remote sensing, and advanced decision-support systems offer substantial operational promise, their implementation demands stronger attention to ethical oversight, interoperability, governance, and consensus-based standards capable of translating technical capability into operational relevance. Third, increasingly complex threat environments reinforce the need for critical thinking, scenario-based learning, ethical reasoning, and career-long professional development to prepare leaders to operate across institutional boundaries and under incomplete information.
