Abstract: This study examines governance performance during infrastructure land acquisition and the role of institutional resilience in supporting implementation. Using survey data from 108 public-sector implementers involved in the Jakarta–Bandung High-Speed Railway project in Indonesia, the relationships among institutional resilience capacities, participatory governance, conflict-management mechanisms, and governance performance were analyzed using PLS-SEM. Learning capacity and adaptive capacity were positively related to participatory governance, while buffering capacity was positively related to conflict-management mechanisms. Participatory governance showed no direct relationship with governance performance but its indirect relationship through conflict-management mechanisms was statistically significant. Buffering capacity and adaptive capacity were positively related to governance performance, while learning capacity showed no significant relationship. The findings reveal differentiated governance roles across resilience capacities and distinguish direct capacity–performance relationships from process-based relationships involving stakeholder participation and conflict-management mechanisms. In conflict-prone land acquisition, conflict-management mechanisms emerged as an important governance process linking stakeholder participation with governance performance. The study shows how different resilience capacities support different governance functions during land-acquisition implementation.
