Abstract: The UK is described as a ‘voluntary union of four nations… coming together to share resources and risks’. It is more than 25 years since the creation of the devolved institutions, which marked an indelible transformation in what has been called the ‘new British Constitution’. Although the four nations have taken different and specific paths, formalised through legislation pertaining exclusively to their territories, it is undeniable the mutual influence among them and their shared drive to obtain a greater number of powers. This work proposes a classification of the devolutionary process into three phases, each characterised by distinctive features, and contends that, in the aftermath of Brexit, devolution must further develop through a reconfiguration of the legislative consent convention and a strengthening of intergovernmental relations, to promote a coordinated and shared evolution of the territorial constitution.
