Digital Transformation in Contractor Safety Management: A "Smart Passport" Model for Real-Time, Proactive Competence Monitoring in Heavy Industries
Year: 2026
Type: article
Abstract: Contractor safety management in large-scale industries—particularly within the process and heavy industrial sectors—faces chronic structural challenges: information fragmentation across siloed, paper-based systems; the manual verification of document validity; and, consequently, a reactive approach to qualification processes. To address these gaps, this research proposes and justifies a system termed the "Smart Contractor Passport." By establishing a unified digital profile for every contractor and individual working under a contract, this system consolidates identity data, contractual details, training records, occupational health examination results, and site-access authorization status into a single source of truth. The research employs a documentary-analytical approach. First, it analyzes domestic legal requirements—specifically Articles 13, 85, and 91 of the Labor Law, along with the 2010 Safety Regulations for Contracting Operations—as well as the ISO 45001:2018 standard. Subsequently, it identifies process gaps in the current state and translates them into functional system requirements. The proposed architecture rests on three pillars: the digitization of records; the integration of processes across the HSE, security, contracts, training, and occupational health departments; and conditional access control utilizing QR code and NFC tokens. The results of a comparative analysis indicate that transitioning from a reactive model to a proactive, data-driven one—by eliminating human error in qualification verification and preventing the entry of unqualified individuals or those with expired credentials—mitigates legal and financial risks for the employer, while establishing an infrastructure for auditing and real-time decision-making.
