Abstract: Andrew's order (Base 44 console): [SELF-BUILD from enhancement #1284] Add phase_bucket integer column to breakthroughs table, populate via hash(id)%132. Create composite index (phase_bucket, updated_at DESC). Implement Python query with 1s TTL cache, LISTEN/NOTIFY invalidation, and 60s title-hash cache. Schedule nightly VACUUM ANALYZE. I will implement enhancement #1284: add the phase_bucket integer column to the breakthroughs table, populate it via hash(id)%132, and create the composite index on (phase_bucket, updated_at DESC). I will also add the Python query with a 1s TTL cache, LISTEN/NOTIFY invalidation, and a 60s title-hash cache, then schedule the nightly VACUUM ANALYZE.
