Abstract: The article substantiates the structure, assessment criteria and levels of managerial competence of preschool leaders in dual in-service training. Effective leadership practices in early childhood education, personal leadership resources and theories of workplace learning were comparatively analysed. Competence was interpreted as a two-dimensional construct formed at the intersection of four practice domains and four personal resources, and criteria and indicators were defined for each domain. A four-level scale based on the Dreyfus model and a development cycle linking the training institution with the preschool organisation were proposed.
