Abstract: This paper analyses the spatio-temporal change of LULC and its influence on the urban thermal environment in the eastern Indian city of Cuttack and its periphery from 2004 to 2024 by using various series of Landsat images obtained from the United States Geological Survey (USGS). The study used the supervised image classification method with the maximum likelihood algorithm for LULC mapping, while urban thermal environment conditions were assessed by the Urban Heat Island (UHI) level and Urban Thermal Field Variance Index (UTFVI). Several indices like NDVI, NDBI, MNDWI, UHI and UTFVI were used to analyse the impacts of LULC change on LST. Findings of this study reveal that the built-up area in the city and its periphery has increased by 50.52% from an overall area of 48.95 sq. kms in 2004 to 73.68 sq. kms in 2024. The city’s thermal environment has experienced extreme deterioration, with mean LST rising from 30.89 °C in 2004 to 42 °C in 2024. The positive correlation between LST and NDBI indicates that the built-up areas are experiencing higher temperatures. In contrast, the negative correlation between LST and NDWI indicates that areas covered by water bodies have lower LST. The study also observes that the areal coverage, as well as patches of ecological stress zones measured through UTFVI, have increased significantly during the past two decades, with 40% of the city’s area recording a UTFVI value more than 0.02, making the city uncomfortable for living. This distressing situation calls for urgent development strategies aimed at reducing urban temperature and mitigating the effects of heat waves on city dwellers.
