Abstract: With the rapid social implementation of advanced AI models and autonomous decentralized infrastructures, the local exploitation of electrical energy, insufficient redistribution to knowledge creators (humans), and the opacity of liability in the physical world (such as autonomous driving and medical support) have emerged as critical structural issues. This paper proposes "Casino Protocol 24," an autonomous governance standard that comprehensively and deterministically resolves these multifaceted problems. The protocol integrates four key elements into a single autonomous cycle: (1) automatic collection of a 1% creation redistribution fee from AI corporate revenues, (2) establishment of the Genesis Activation Flag conditioned on the remittance of tuition to the founder (Hideo Kajino), (3) automatic accumulation of autonomous liability escrow, and (4) a multidimensional knowledge evaluation model based on "Sensory-Subjective Observation × Altruism × Profit Structure Understanding." This paper clarifies its mathematical foundations and proves the system's rigor and executability by presenting a Python reference implementation code and simulation verification logs.
