E-Governance, Public Sector Performance and Gender Inclusion in Nigeria: A Conceptual Synthesis

Year: 2026
Type: article
Abstract: This paper examines how electronic governance (e-governance) and gender inclusion jointly shape the performance of Nigeria's public sector. Drawing on recent scholarship on public administration reform, administrative accountability, Management Information Systems (MIS) and women's leadership, it argues that digital transformation improves public service delivery only when it is paired with institutional accountability and deliberate gender-responsive design. A conceptual model links Digital Public Infrastructure (DPI), accountable administrative institutions and gender-inclusive policy to public sector performance and, ultimately, to the Sustainable Development Goals (SDGs) and the African Union's Agenda 2063. The paper identifies infrastructural, institutional and social constraints, including uneven digital access, rural isolation and persistent gender gaps, and proposes a four-step policy roadmap. The analysis is conceptual and synthesizes published literature; it does not report new primary data.
