HOW COULD ANTHROPIC SOLVE THE DATACENTER ISSUE IN 18 MONTHS? On the Siting Wall, the Eighteen-Month Path, and the Class of Deployment That Requires No Permission

Abstract: On October 26, 2026, Anthropic filed a Form S-1. The filing discloses existential risk atlength, and it also discloses something nearer: organized opposition to datacenterdevelopment, vulnerability to moratoriums, and dependence on a physical supply chainmeasured in transformer lead times of 128–144 weeks and interconnection queuesmeasured in years. This paper asks a single question: can the siting constraint be dissolved — not managed, not mitigated, but made irrelevant for a class of deployment — within eighteen months? It answers yes, for one class, and it states what that class is, what the path costs, what itdoes not fix, and how the answer could be wrong. The answer is narrow. It does not build the datacenters faster. It makes the constraintirrelevant for a class of deployment that currently requires them: bounded, deterministic, certifiable inference that runs on hardware needing no interconnection, no cooling water, no dedicated facility, and no planning permission. The path to a shadow-mode installation is eighteen months and low single-digit millions. The path to knowing whether the architecture holds is two days and $160. What the paper does not do is solve frontier alignment, produce a product, or fix thegeneral-purpose business. Those are separate problems and it does not claim otherwise. The arithmetic is on the record. The falsifiers are named. Whether the path is worth taking isa business decision, and this paper does not make business decisions on anyone's behalf.
