From commitment to implementation: policy pathways for green shipping corridors
Year: 2026
Type: article
Abstract: Despite rapid growth in green shipping corridor (GSC) commitment, the translation of policy ambitions into operational practice remains deeply uneven across regions. Addressing this policy-critical gap, this study investigates the structural bottlenecks that impede GSC implementation through a comparative analysis of global and regional development trajectories. By integrating text mining with complex network analysis, the study systematically identifies and maps how bottleneck configurations diverge across institutional and geographic contexts. The findings reveal that GSC development is not a uniform transition process, but a regionally differentiated and stage-dependent system requiring targeted policy responses. Critically, the study derives evidence-based, region-specific policy insights that are difficult to capture through conventional approaches, offering actionable guidance for policymakers seeking to close the gap between regulatory ambition and corridor-level realization. The findings will support stakeholders in designing differentiated policy interventions and advancing the transition of GSCs from conceptual commitments to practical implementation.
