From Value Prescription to Technological Supply

Abstract: — The people-oriented nature of new quality productive forces concerns not only a value stance but also how people's needs acquire a form of technological supply. People's needs constitute a directional prescription, rather than a techno-causal determination, for new quality productive forces; their legitimacy must be confirmed through open, contestable, and revisable institutional procedures. This paper conceptualizes this process as institutional translation: needs enter technological realization through identification, integration, and task formulation, while implementation results are tested through feedback and trigger re-translation when necessary. Through a functional division of labor, the state, the market, research enterprises, and social actors achieve a coupling of public goals, professional autonomy, and market testing. Ultimately, the people-oriented nature is tested by the actual benefits that people receive.
