Tinjauan Kriminologis Terhadap Perilaku Homoseksual Pasif Pada Pelaku Pencabulan Anak Di Rumah Tahanan Negara Kelas I Bandung

Year: 2026
Type: article
Abstract: Cases of sexual violence against children in Indonesia increased from 11,264 cases in 2020 to 21,352 cases in 2025. The Bandung Class I State Prison (Rutan) recorded 25 cases of child molestation from 2022 to 2026, with 12 cases in 2025. Criminological studies on same-sex child molesters who play passive sexual roles are still limited. This study answers one question: how is passive homosexual behavior in child molesters in Bandung Class I Prison read through the Four Prerequisites Model Finkelhor? The goal is to analyze the description of these behaviors based on this model. This study uses a qualitative approach with a descriptive design. The researcher interviewed four informants in a semi-structured manner, namely two inmates and two security officers. The researcher also conducted non-participatory observations and documentation studies. Data analysis followed the interactive model of Miles, Huberman, and Saldaña with the help of NVivo 15. The results showed that only one informant admitted to playing a passive role in the case. Sexual orientation, passive role, and criminal offense were three different things. The informant used a passive label to alleviate guilt. He also abused trust and ignored signs of child discomfort. The other inmate gave different excuses and did not use that label. These findings came from the perpetrators' confessions and could not be generalized. The passive role does not remove the responsibility of the adult perpetrator. The prisoner needs to prepare an assessment of individual needs and a referral to a professional. Follow-up research needs to use court decisions, psychological assessments, and longitudinal designs.
