To understand it, we also need to ask who keeps the scissors, who pays for the venue and who writes the rules once the cameras have gone. In Luxembourg, between 2013 and 2026, reforms, agreements, appointments, platforms and consultation arrangements gradually formed an institutional landscape that election posters alone cannot explain. Ministers step in front of the lens; the structures remain in the background. BLUEPRINT 2028 takes a closer look at that background, right down to the doors, the locks and the people authorised to hold the keys. Education, research, digitalisation, culture, citizen participation and the governance of the University of Luxembourg: this dossier follows responsibilities, funding and oversight mechanisms. It distinguishes documented facts, analysis and the records still missing. An appointment does not establish allegiance; funding does not prove obedience; a declaration of independence deserves safeguards that can actually be examined. The question then becomes more preciseโ€”and sometimes more awkward: who decides, under which rules, with what documentary record and subject to whose scrutiny? As 2028 approaches, changing the faces does not remove the need to examine how the house works. We still need to know what a vote can change, what a consultation can influence and what remains open to challenge after someone says no. Twenty-three chapters, six documentary appendices and eighty-three references turn political intuition into questions that can be tested.
