Status of community peace and security in the face of floods: Insights from Mkwatani Ward, Kilosa District, Morogoro Region, Tanzania

Year: 2026
Type: article
Study design: Observational Study
Abstract: Floods affect communities in many ways, disrupting livelihoods, damaging infrastructure and displacing people. Due to the lack of adequate peace and security measures in flood-prone areas, this study was conducted in Kilosa District, Tanzania, where flooding is a recurrent problem. Data were collected from 171 household heads through surveys, key informant interviews, and documentary review. The results show that 60.23% of respondents felt insecure during floods, with higher insecurity in Kichangani (67.47%) than in Mkwatani (53.41%). The main concerns were economic hardship, lack of safe shelter and theft, which exacerbated insecurity. In addition, 69.23% of respondents in Mkwatani reported unfair distribution of relief items, while 33.65% reported theft of relief items. Despite receiving food (62.50%), mattresses (59.62%) and financial assistance (47.12%), many residents were dissatisfied due to inequitable distribution. The study concludes that insecurity during floods increases community vulnerability and slows recovery. To address these challenges, it is essential to strengthen early warning systems, ensure equitable distribution of aid and secure supplies. Establishing community-based resilience programs and targeted capacity building for vulnerable groups will improve safety and recovery. These measures will help reduce flood risks and restore peace and security in affected communities.
