Abstract: Sexual offending involves heterogeneous motivations and circumstances that require careful assessment in correctional rehabilitation. This study examines factors associated with sexual offenses among inmates at Pariaman Class IIB Correctional Institution using Groth’s typology and identifies relevant rehabilitation needs. A descriptive qualitative approach was employed, drawing on four inmate interviews, the thesis findings, and supporting documents. The interview transcripts were compared through data reduction, thematic presentation, and verification of interpretations. The findings indicate that the clearest evidence of power and control appears in the account of an employer who used dismissal threats and financial inducements against an employee. Other accounts describe sexual motivation, situational opportunities, and deliberate planning. Family experiences, peer influences, exposure to sexual material, and alcohol consumption in one account provide contextual information rather than independently established causes. The available material does not sufficiently establish anger-driven or sadistic motivations. These findings support individualized assessment and educational rehabilitation addressing consent, distorted beliefs, behavioral regulation, victim empathy, and personal accountability. Groth’s typology is useful as an interpretive framework, but it should not replace professional risk assessment or clinical evaluation. The small sample and reliance on offender accounts limit generalization and causal inference; the proposed interventions have not been evaluated in this study.
