Abstract: Two people can stand in the same place, witness the same event, and still perceive, remember, and anticipate it differently. The working manuscript behind this paper proposed that such differences may amount to multiple distinguishable realities on a single Earth, that what one observer experiences as the present another may experience as the future, and that an observer's consciousness frequency may govern this difference. Established science supports the first half of this picture (experienced time varies between people) but offers no evidence for the second (a physical change in the present). To convert the proposal into a complete, testable theory by (a) defining every term in measurable units, (b) writing a closed mathematical model, (c) specifying experiments with fixed sample sizes and quantitative decision rules, and (d) separating an experiential tier of claims, which standard methods can test, from a physical tier, which requires a dedicated measurement of a physical clock. The theory is formalised as six postulates. Consciousness frequency is defined as individual alpha frequency (Fi, Hz) measured from resting electroencephalography. An observer's reality state is defined as the triple of accessible information, prior model, and predictive distribution, and the difference between two observers' reality states is defined as the Jensen-Shannon divergence (Dij, bits) between their predictions. The frequency gate postulate states that the temporal binding window is Bi = b0 + κTi, where Ti = 1000/Fi milliseconds. Four experiments are specified: EXP-1 (association of Fi with temporal resolution, 280 analyzable participants), EXP-2 (information-asymmetry divergence, 60 observers), EXP-3 (sham-controlled causal modulation, 130 analyzable participants), and EXP-4 (physical chronometer test, 90 sessions, equivalence bound ±1×10-12). No empirical data have been collected. This paper reports a theoretical model, power calculations, and protocols only. All numerical values shown in figures are computed from the stated equations and are labelled as model-implied. The experiential tier (Postulates 1 to 5) predicts that differences between observers in the present and the future are fully explained by differences in information, prior models, and a frequency-dependent resolution of time, and it makes four falsifiable predictions. The physical tier (Postulate 6) asserts a clock-rate coupling to alpha frequency that current physics does not predict; it is stated so that a null result can reject it decisively. The theory is complete as a formal, preregistrable research programme. Whether it is true is an empirical matter that only the specified experiments can settle, and each experiment has a decision rule that classifies every possible outcome as supported, falsified, or not supported.
