Household production contraction and employment formalization in Kazakhstan's agricultural transition

Year: 2026
Type: article
Abstract: Introduction Agricultural employment restructuring changes the livelihoods of household producers and the conditions of wage work. Methods This study examines Kazakhstan using harmonized labor force estimates, livestock and crop statistics, enterprise personnel flows, and employer-specific formality tables. Regional employment accounts are combined with fixed-effects regressions and small-sample inference. Results Household producers accounted for 71.6% of the national decline in agricultural self-employment during 2019–2024. In the four northern grain provinces, household-production employment fell by 51,804 and total agricultural employment by 93,053. Most of the published household livestock decline occurred during years affected by administrative revisions. Agricultural enterprises experienced persistent personnel losses: the seasonally adjusted quarterly net inflow rate was −0.735%, with a 95% interval of [−1.066%, −0.404%]. Historical South Kazakhstan combined employee growth with declining registered individual employment; household-production employment increased by approximately 7,000 using 3-year averages. In 2025, Turkestan’s all-industry farm-employer formal share rose from 23.07% to 80.96%, while Shymkent’s declined from 98.99% to 95.52%. The formality-rate component accounted for 96.7% of Turkestan’s increase in recorded formal employees. The fixed-weight regional contrast was 54.24 percentage points, with CR2 standard error 15.27 and effective degrees of freedom 2.40. Vegetable area was positively associated with total employment across the reported time-control specifications; employee-share estimates were less precise. Discussion The contribution is to separate household-sector employment contraction, enterprise personnel adjustment, and recorded employment formalization, showing why rising employee shares alone provide an incomplete assessment of agricultural transition.
