The Blockchain Panopticon and Sovereign ETF Exit: Deterministic Cryptographic Provenance under CARF, Travel Rule Enforcement, and QFS-zkVM Compliance(副題:ブロックチェーン・パノプティコンと日本の暗号資産ETF撤退:CARF・トラベルルール包囲網における「底なしの罠」とQFS-zkVM決定論的コンプライアンスモデル)

Abstract: This monograph formalizes the structural inversion of public blockchains from purported instruments of sovereign-evading anonymity into immutable, globally synchronized state surveillance ledgers ("The Blockchain Panopticon"). Examining Japan's institutional rejection of speculative cryptocurrency ETFs alongside the 2026 global activation of the OECD Crypto-Asset Reporting Framework (CARF) and strict FATF Travel Rule enforcement, we prove mathematically that unverified legacy crypto-assets held in self-hosted wallets (such as untaxed 2017/2021 vintage cohorts or illicit off-ledger capital) face total liquidity sequestration ("Paper Billionaire Illiquidity Trap"). Whenever legacy UTXOs or account balances attempt conversion at regulated domestic exchanges, cross-border offshore venues, or peer-to-peer (P2P) physical OTC markets, graph-theoretic taint propagation and automated CARF tax-authority telemetry trigger deterministic account freezes or expose holders to uninsurable physical extortion. To resolve the institutional compliance impasse for legitimate sovereign infrastructure, we introduce a zero-knowledge cryptographic provenance architecture operating over the 64-bit Goldilocks prime field (p = 2^64 - 2^32 + 1) within QFS-zkVM, governed by Human-in-Command (HIC) statutory interlocks and SEC Rule 15c3-5 pre-trade market access controls.
