Modernizing Pre-conscription Training in Azerbaijan Under Hybrid Threats

Year: 2026
Type: article
Abstract: The transformation of the security environment has expanded the purpose of pre-conscription training beyond conventional military preparation. This conceptual, document-based study examines directions for modernizing Pre-Conscription Training in Azerbaijan in response to hybrid, informational, cyber, technological, and psychological threats. The corpus comprised the approved 2013 curriculum, the improved 2026 draft under public discussion, relevant Azerbaijani policy documents, NATO and European competence frameworks, and selected upper-secondary security or defense education documents from Finland, Estonia, Latvia, Lithuania, and Ukraine, publicly available up to 28 August 2026. Comparative document analysis applied common categories covering threat conceptualization, information and media resilience, cybersecurity and digital safety, military-technological literacy, emergency preparedness, psychological and civic resilience, pedagogy, and assessment. The analysis shows that the 2026 draft substantially strengthens content on hybrid warfare, cyber, UAVs, robotics, AI, simulation, and digital literacy, while media and disinformation literacy, everyday cyber hygiene, psychological resilience, and scenario-based crisis decision-making remain less operationalized. A six-module model for Grades X-XI is proposed that links defense foundations to these broader security competencies and specifies learning outcomes, assessment, and implementation conditions. The model is a curriculum-development framework that requires expert review and classroom piloting.
