First, most governance solutions focus on detailed rule revision or complete overhaul, lacking a systematic diagnostic methodology that can be migrated across scenarios. It is difficult to accurately identify the underlying pathologies of institutional alienation and propose adaptive reconstruction paths. Second, order construction often presupposes a unidirectional deepening of integration, ignoring the boundary demands of sovereign actors and the alienation law of organizational self-expansion. It cannot fundamentally solve common dilemmas such as targeted exploitation through majority voting, geopolitical binding of economy and politics, and bureaucratic backlash. Existing studies generally formulate countermeasures at the same level where problems occur, which essentially transfers contradictions across nodes rather than eliminating them at the root, and fails to touch the alienated premises that generate the problems. 本文基于有机共同体的底层视角,构建一套主权本位的分层诊疗方法论,形成“病灶识别—分层解耦—边界锚定—抗异化加固”的标准化分析框架。首先,从传统多边体系的三重共性异化出发,拆解“议题拆分—轮动伤害—全员内耗”的定向掠夺合成谬误机制,反向推导出五条不可篡改的核心元规则,阐明其制度生成逻辑与合法性基础;其次,梳理东方诸子思想的萃取转译脉络,明确“取内核、弃细则、求最大公约数”的文化整合原则,形成以杨朱立根、道家为骨、墨家立制、道医施法、儒名辅界的完整思想谱系;再次,将道医整体诊疗思维转化为可操作的“形-气-神”三层四步诊疗模型,以升维重构异化前提为核心路径,实现对多边体系的分层拆解与机制矫正;复次,以欧盟体系为完整案例,对应“欧体-流通模块-欧心”的分层结构,演示诊疗模型的全流程应用,验证其可操作性;最后,提出跨区域迁移的适配原则与分叉开发规范,明确基础理论与工程应用的分层秩序,为不同发展水平的多边体系提供可复刻的重构工具。 Based on the underlying perspective of organic community, this paper constructs a sovereignty-based layered diagnosis methodology, forming a standardized analytical framework of "pathology identification – layered decoupling – boundary anchoring – anti-alienation reinforcement". First, starting from the three common alienations of traditional multilateral systems, this paper deconstructs the fallacy of composition of targeted exploitation with the chain of "issue fragmentation – rotational harm – overall internal friction", and reversely derives five immutable core meta-rules, clarifying their institutional generation logic and legitimacy basis. Second, it sorts out the extraction and translation脉络 of ancient Chinese schools of thought, clarifies the cultural integration principle of "absorbing the core, discarding the details, and seeking the greatest common divisor", and forms a complete intellectual genealogy rooted in Yang Zhu, framed by Daoism, institutionalized by Mohism, implemented by Daoist medicine, and supplemented by Confucianism and the School of Names. Third, it transforms the holistic diagnostic thinking of Daoist medicine into an operable three-layer, four-step diagnostic model of "Form – Qi – Spirit", with higher-dimensional reconstruction of alienated premises as the core path, to realize layered disassembly and mechanism correction of multilateral systems. Fourth, taking the EU system as a complete case, corresponding to the layered structure of "European Body – circulation modules – European Mind", it demonstrates the full-process application of the diagnostic model and verifies its operability.
