Defining Shared Security Problems in Uzbekistan: Civic Subjectivity and State–society Cooperation
Year: 2026
Type: article
Abstract: Defining shared security problems is analysed not as a purely administrative classification but as a social-philosophical process linking evidence, civic experience and institutional state response. Civic subjectivity is conceptualised as a combination of epistemic, participatory and responsibility-related capacities. The article proposes a "collaborative security problem-definition" framework comprising signal detection, evidence verification, stakeholder voice, priority justification, response design and reassessment. The framework is intended to support empirical inquiry in the context of Uzbekistan without presuming the factual prevalence of any specific threat or the effectiveness of any particular institution.
