The CAPS Framework for Diagnosing Sales Underperformance: When Is Training the Answer?
Year: 2026
Type: article
Abstract: When sales decline, sending the team to a training course is a quick and visible decision, but it presupposes that the cause lies in the salesperson's knowledge or behavior. This paper proposes the CAPS framework as a diagnostic tool that precedes the training decision. It classifies the causes of underperformance into four areas, Capability, Alignment of goals, incentives and management, Process & Resources, and Strategy & Market, each with its appropriate type of intervention. The paper proposes seven training-eligibility tests to apply before contracting, a decision tree, and an intervention sequence: diagnose, fix the system, train for the new behavior, reinforce. It presents two contrasting cases from the author's consulting archive, one in which price appeared to be the problem while purchase drivers differed across segments, and one in which training was a logical intervention to develop an established team, and links the framework to research on training needs analysis, transfer of training and work-environment support.
