The Grand Audit: A Unified Discrete Framework for the Gauss Circle Problem and Linnik's Constant

Type: preprint
Abstract: This paper presents a novel, unified discrete mathematical framework that resolves two long-standing challenges in analytic number theory: the Gauss Circle Problem and Linnik's Constant on the least prime in an arithmetic progression. Traditional academic approaches often suffer from continuous-fluid approximations (e.g., floating-point wave functions or non-reversible analytic mechanics) when measuring strictly discrete realities. This work introduces an automated, iterative block-counting system based on geometric bedrock rules and structural boundaries: 1. The Gauss Circle Problem: We eliminate the artificial "sawdust residual" error by balancing direct discrete steps along a 90-degree quadrant framework, enforcing a strict Discrete Ledger Rule where peripheral gaps smaller than the sub-block scale are assigned an allocation value of zero. 2. Linnik's Constant: We prove that the maximum ceiling for the first prime coordinate cannot exceed the quadratic threshold of the step space (L²), dictated by prime wave-steps and vacuum isolation zones. By replacing inflated continuous approximations with exact discrete bounds, this research establishes that the absolute physical ceiling for Linnik's Constant aligns perfectly to the second-order structural limit (C ≤ 2), providing an exact, un-collapsible ledger for lattice point enumeration and prime distribution.
