A Strategic Framework for Discipline Restoration in the South African Police Service
Year: 2026
Type: article
Abstract: This article critically examines the pervasive culture of misconduct tolerance within the South African Police Service (SAPS) and proposes a strategic framework for the restoration of discipline. The study identifies systemic issues, notably a pronounced lack of accountability and ethical leadership, which demonstrably permeate the organizational culture from senior management to the station level. Furthermore, the research critically evaluates the efficacy of the Independent Police Investigative Directorate (IPID) and the formidable challenges it confronts in addressing police misconduct, particularly at Hillbrow, Pretoria Central, and Johannesburg Central police stations. Employing a qualitative phenomenological approach, data were meticulously collected through in-depth interviews with IPID management, three IPID investigators, and 33 purposively sampled SAPS members across the aforementioned stations. The findings unequivocally underscore that the restoration of discipline within SAPS necessitates collaborative efforts between management and operational personnel for the effective implementation of strategies designed to transform the organizational culture and foster a robust framework of accountability.
