Abstract: Specification packet assembling the four census network-candidate screens into one intake instrument for gravity and cosmology claims. Screen 1 (CC-59, Brans-Dicke 1961): a derived omega must land finite above the Cassini floor omega_min = 43,476.260870 at the stated 2.3e-5 bound, by derivation, not by fitting gamma; the retreat exhibit D = 1/(omega+2) halves per omega doubling. Screen 2 (CC-60, Bondi-Gold / Hoyle 1948): a continuous-creation claim must output q = 3H rho from a stated dynamics -- priced at H0 = 70 as q = 6.263822e-44 kg/m^3/s at rho_c (1.181144 H atoms/km^3/yr) -- state its own epsilon tolerance against the 3 epsilon-per-Hubble-time drift, and name a floor for any negative-energy reservoir (cost 3.000000 x rho_c c^2 per Hubble time, forever; floor terms in the 1948 papers: 0). Screen 3 (CC-61, Milne 1935): a two-time claim must output d tau/dt from a stated clock physics (priced for tau = t0 ln(t/t0): 1000.000000 at t/t0 = 0.001 through 1.000000 at t0 to 0.010000 at 100 t0) and name a separating observable, because redshift cannot separate the readings (difference 0.000000 at z = 0.5 / 1.0 / 3.0 / 9.0). Screen 4 (CC-62, Jordan 1955): a variable-G claim must output phi(t) from a stated dynamics with its coupling fixed by a selection equation; a power-law history survives the 1e-13/yr class only at p <= 0.001380, and present value plus present rate earn no credit (power/linear/exponential histories sharing both spread by 8.100000 at t/t0 = 0.10 and 0.500000 at t/t0 = 2.00). The four screens instantiate one test -- graded on the derivation of the distinguishing freedom, never on survival, fit, local invisibility, or today's numbers -- and compose by the weakest link (combined = REJECT-WITH-REASON if any triggered screen rejects, else PRICE-OWED if any prices, else PASS). Run back over their source cases, all four return PRICE-OWED: 8 assumed steps priced, 0 derivations, 0 selection equations, 0 floor terms; the cross-screen consistency check lands exactly (omega_min identical from the 1961 and 1955 addresses). No PASS exhibit exists in the record. All source attacks stand REASON FOUND / STILL TURNING, not kills and not falsifications. EXTENSION. Quantum gravity NOT SOLVED; vacuum catastrophe NOT SOLVED.
