Year: 2026
Type: article
Abstract: With significant ramifications for the day-to-day operations of governments, the emergence of digital platforms and networks, cloud computing, mobile technology, artificial intelligence, and the Internet of Things is drastically changing economies and society. Rare and fragmentary data exist on the integration of digital technologies in public and financial governance in Morocco and their economic impacts. Therefore, this review aims to compile the existing data on digital governance and its economic impacts in Morocco from 2000 to 2025. Data was collected from multiple bibliographic databases and research engines using PRISMA guidelines. The review discussed the digital technologies used, their integration in governance, and their effects on economic sectors, mainly finance, and we identified the main challenges to digital practices. Data were collected from electronic bibliographies using research engines and databases. Research keywords related to the topics were used, and in total, 15,509 documents were recorded; only 51 documents were selected based on guidelines. The government of Morocco has gradually incorporated digital technologies into its internal processes over the past 20 years to become more functional and agile, and to enhance service delivery, according to an examination of recorded papers. Using technology to improve service delivery and modernize its public administration, Morocco has been aggressively pursuing digital governance projects. This is mirrored in the “Digital Morocco 2030” strategy, which seeks to use digital technology to change the nation’s economy and society. Intelligent governance increased effectiveness and reduced risks and promoted economic growth, reflected by the national GDP, which increased from $43.02 billion in 2000 to $152.38 billion in 2024. With growth ambitions in tech industries, including artificial intelligence and digital outsourcing, Morocco’s “Digital 2030” strategy seeks to increase digital exports and draw in foreign investment. Despite the advantages of digital governance, the benefits and practices vary depending on the territorial features of Morocco. Big cities and northern provinces concentrated digital technologies, while southern and eastern areas received neglect. Equally, the dissimilarity of human capital between regions has similar impacts on the distribution and application of digital practices, leading to unequal access to technology and opportunities for innovation in less developed areas. Therefore, more investment is needed, mainly in the field of new technologies and their application in governmental strategies and projects, to ensure that rural areas receive the same level of digital resources and support as urban zones. Strengthening digital governance across all regions can support sustainable development by promoting equitable access to services, reducing regional disparities, and enabling more efficient and environmentally responsible management of public resources.
