Abstract: This document is intended to provide background information for offerers responding to BAA 95-40: Evolutionary Design of Complex Software (EDCS). It describes the general problem that the EDCS Program addresses along with some of the characteristics of the Program's organization. Then it discusses some concepts for evolutionary systems and some of the technology investigations that are felt to support those concepts. This is presented for illustrative purposes only. Offerors should not feel constrained to the particular concepts of evolution articulated nor to the technology areas and sample investigation projects delineated.
