Abstract: Russian Abstract: В статье раскрываются Территориальная организация местного самоуправления, законодательные предписания и участие населения. Авторы считают, что объединение поселений может стать одним из направлений государственной политики в сфере местного самоуправления. При этом стимулом к объединению поселений должны являться не премиальные гранты из вышестоящих бюджетов, а создание условий для выживания и развития территорий.English Abstract: The authors describes territorial organization of local authorities, laws and inhabitants’ participation in the article. The authors believe that the union of settlements can be one of the directions of the state policy in the sphere of local government. When this catalyst to consolidate settlements should not be premium grants from higher budgets, and create conditions for the survival and development of territories.
