Abstract: Recent History of PBF• In the 2000s several states instituted PBF 2.0 where the funding becomes part of the base funding for IHEs.• Most states that developed their PBF 2.0 system dropped the PBF 1.0 system.However, Tennessee kept the old system in addition to implementing the new.It now utilizes both systems.
