Abstract: sites in Dallas and elsewhere. Study responsibilities were to be divided between the university and consultants. Tools for managing this complexity were needed. Methodology An Information Engineering approach 1 was selected as a data-centric, model-driven approach to the problem. A top-down methodology is being followed, using a 4 x 4 Information Systems matrix. The 4 rows of the matrix represent views of the system by the system owners (principal investigators), system users (study personnel, administrators, researchers), system designers, and system builders, in increasing order of technical detail. The 4 columns represent focuses on the project's data, processes, interfaces, and geography/communications aspects, respectively. Standard modeling tools (entity-relationship diagrams, data flow diagrams, functional decomposition diagrams, network diagrams) are being used to translate project goals to functional requirements and then to detailed specificatio
