Abstract: The paper considers the mechanisms of development and implementation of investment policy in an enterprise cluster. The main problem is shown to be the unclear definition of a notion “investment policy” and difficulty to detect the features of its formation and implementation in an enterprise cluster. To specify economic nature of the concept “investment policy of an enterprise cluster” the etymological and categorial analyses are carried out, the key backbone parameters of this policy development, such as the place of investment policy in the hierarchy of investment management elements, purposes and problems of implementation, the limiting factors, principles and mechanisms of formation and implementation, are determined. The organizational and economic mechanism of investment policy implementation in an enterprise cluster with regard to interaction of a cluster with various institutes of development and also multidimensionality of the solution for the strategic tasks is developed. Both stages of life cycle of investment policy and sequence of actions and function of certain participants of a cluster are reflected in the structure of the mechanism, and also the measures to eliminate negative impact of internal and external factors applied at various levels of management of investments are detailed. This has optimized interests, enterprise resources and the capital at investment policy implementation in a cluster.
