Abstract: Favoring families with children in their housing improvements will help to overcome a number of negative current trends, such as a decline in fertility, a reduction in housing construction in the face of housing shortages and housing stock ageing. It is shown that cramped living conditions often serve as a barrier to the new birth. On the contrary, the maternity capital program has positive impact on the family decision to have one more child. We describe policy programs running on the edge of demographic development and housing priorities. These are maternity capital, preferential mortgage for families with new-born second or subsequent children, the right to mortgage holidays and other legislative initiatives. The work is based on the analysis of legislation, official documents, and statistics of mass surveys of the population
