Abstract: N the last of Eq. ( 4) the first minus sign to the right of the ~-arrow should be deleted.In the paragraph following Eq.( 4) the sentence beginning in the seventh line should read: "The argument is weakened by the fact that the numerical value of Eo (which appears in the cross-terms between relativistic and nonrelativistic matrix elements) has the opposite sign for capture as against positron decay; however, this appears unlikely to upset the qualitative features.
