China’s Peacebuilding in South Sudan: “Top-down” Adaptation and Its Effectiveness

Year: 2023
Type: book-chapter
Abstract: This chapter examines whether, and if so how, Chinese peacebuilding actors adapted their peacebuilding approaches and practices in South Sudan and how effective any such adaptations have been in sustaining peace in that country. Critics accuse China of promoting illiberal peacebuilding—as an alternative to liberal peacebuilding—but both approaches amount to determined-designed approaches to peacebuilding. However, this chapter argues that China’s peacebuilding approach in South Sudan shows more complex realities, highlighting three main features of China’s peacebuilding in the late 2010s. First, Chinese peacebuilding actors adapted more to the local South Sudanese context in the late 2010s than they did in the early 2010s. Second, while the Chinese government’s new approach to peacebuilding was context-specific toward the South Sudanese government, it was deterministic concerning the vulnerable populations in South Sudan. Third, this mixture of approaches determines the long-term effectiveness of China’s peacebuilding in South Sudan.
