Type: conference-paper
Abstract: The valuation disputes associate to valuation inconsistencies and inaccuracies, suggest that South Africa urgently needs either a renewed commitment in implementing the international mass valuation standards or developing a localized standard. The objective of the study is to investigate the application of the international mass valuation standards in South Africa, and to propose a framework for the development local mass valuation standards. The study approach is qualitative, underpinned by interviews and focused group discussions. With the aid of purposeful sampling and snow balling, the study targeted the mass valuation practitioners and valuation regulators, which were. The results of the study were subjected to thematic analysis. After establishing that there is little or non-use of the international standards during mass valuation standards in South Africa, the study proposed a practical framework for the development of the mass valuation standard, which provides guidance on both procedural and substantive aspects of developing a mass valuation standard. Legal reforms are recommended to make adoption of the standard mandatory and effective. Although designed for South Africa, the framework can be useful for other developing countries without their own mass valuation standards.
