From Evidence to Action: The Climate Mitigation Role of Indonesia’s Sanitation Sector

Year: 2026
Type: report
Abstract: Policy brief output from the Emissions Measurement to Improve Sanitation in Indonesia (EMISI) project. EMISI findings significantly expand the global evidence base on GHG emissions from sanitation: New empirical data collected in Indonesia (2024 to 2025) from onsite, communal, and centralised wastewater systems provide more accurate emissions estimates for Indonesia’s sanitation sector 24,890 [CI: 21,704- 28,075] kt CO2e/year, roughly 2% of Indonesia’s total emissions in 2023 and contribute to improving global understanding of sanitation emissions. Expanding safely managed sanitation systems creates opportunities to mitigate GHG emissions: Government of Indonesia policy objectives to strengthen sanitation services through improved wastewater and faecal sludge collection, containment and treatment can be leveraged to manage GHG emissions from the sanitation sector as well as achieve improved public health and environmental protection outcomes. Climate financing presents an emerging opportunity for the sanitation sector, dependent on strengthened foundational systems: Strengthening institutional arrangements for the monitoring and reporting of sanitation GHG emissions, alongside the expansion of safely managed sanitation and governance reform, can support access to non- traditional financing sources, including climate finance.
