Report on Repository Support for Data-Level Interoperability / Reusability
Year: 2026
Type: report
Abstract: The EOSC Association FAIR Metrics and Digital Objects Task Force surveyed 39 European research data repositories (April–September 2025) to establish a first empirical baseline of FAIR practices and EOSC Federation readiness. While foundational capabilities are widely implemented (e.g. dataset-level PIDs, licensing, metadata validation, and broad EOSC alignment), significant gaps remain in data-level reusability, including limited machine-actionable licensing, low adoption of standardised provenance, incomplete file-level PID support, and minimal machine-readable policy exposure. Based on self-reported data, the findings reveal a persistent gap between discovery-oriented FAIR implementation and the interoperable, reuse-ready practices required for EOSC Federation services, and highlight priorities in object-level granularity, provenance interoperability, policy transparency, shared terminology, and capacity building.
