Policy Response of Local Government to Service Delivery in Nigeria: Experience From Covid-19 Pandemic

Year: 2026
Type: article
Abstract: Previous scholarship on governance has focused predominantly on structural and politico-administrative theories, offering limited insight into practical strategies for improving governance outcomes. This paper examines local government policy responses to service delivery challenges in Nigeria during the COVID-19 pandemic. The pandemic presented significant challenges for policymakers, who were required to implement urgent policy measures to contain the spread of the virus, despite the severe implications for national economic growth and development. Data for the study were derived from a review of existing literature and an analysis of policy frameworks adopted by state and local governments across Nigeria. The paper contributes to the growing body of knowledge on the impact of the pandemic on governance and public service delivery, while also identifying factors that influenced service provision during the crisis. Employing a policy cycle approach, supported by case studies and empirical evidence, the study highlights the resilience of local governments and provides insights into their capacity to deliver essential services effectively during periods of emergency. The paper concludes with relevant recommendations for policymakers aimed at strengthening governance and improving service delivery in future crises.
