Abstract: This study aims to analyze the legislative function of Dewan Sara and identify the factors influencing its implementation in supporting governance based on local wisdom in Baubau City. This research employed a qualitative method using historical and normative approaches. Data were collected through observation, interviews, and documentation involving customary leaders, cultural figures, academics, and local communities in Baubau City. The findings reveal that Dewan Sara, particularly Sara Gau, functioned as a customary legislative institution responsible for formulating customary norms, conducting deliberative decision-making processes, and supervising the governance of the Buton Sultanate. The study also demonstrates that the governmental system of the Buton Sultanate had implemented checks and balances through the division of power between Sara Gau, Sara Pangka, and Sara Bitara. Furthermore, the values of Martabat Tujuh served as the constitutional foundation regulating justice, legitimacy, and balance of power within traditional governance. The implementation of Dewan Sara’s legislative function is influenced by historical, cultural, religious, modernization, and local government support factors. This study contributes to the development of governance studies by positioning Dewan Sara as an indigenous legislative institution that remains relevant in strengthening contemporary local wisdom governance.
