Accesibilidad a Programas Federales de Apoyo Agrícola por Ejidatarios Mexicanos: Análisis Empírico en el Ejido Crisóstomos, Asientos, Aguascalientes

Year: 2026
Type: article
Abstract: The present research evaluates the multidimensional factors that restrict the accessibility of rural producers to institutional public policies, taking the Crisostomos ejido in Asientos, Aguascalientes, as the analytical unit. Through an explanatory design and an empirical approach, the socioeconomic, administrative, educational, and technological variables conditioning ejidal inclusion in federal and state subsidies were examined. The quantitative results revealed that the socioeconomic dimension is severely depressed by land atomization into smallholdings (minifundios) under five hectares and advanced demographic aging. On the administrative level, critical bureaucratic barriers were identified, manifested in an excess of requirements, information asymmetry, and a complete lack of technical assistance. Furthermore, the educational factor exposed that functional illiteracy hinders the instructional understanding of operating rules (reglas de operación), preventing the formal tracking of applications. Technologically, a marked lag in plot capitalization was verified; the absence of heavy machinery restricts access to collateral implements, while the lack of adequate water infrastructure excludes farmers from modernized irrigation systems. Finally, deficiencies in mobile connectivity prevent assertive communication with the offices of SADER and SEDRAE—a technological isolation compounded by the geographical vulnerability of the agrarian nucleus, whose travel to urban centers demands an average of four hours, resulting in the total loss of a working day. It is concluded that institutional accessibility does not respond to an isolated stimulus, but rather to a multifactorial exclusion that neutralizes the impact of rural development.
