National Ai Policies and Higher Education in Brics

Year: 2026
Type: article
Abstract: The article analyzes the prospects for integrating artificial intelligence technologies at the universities of the BRICS countries in the context of state policy and digital economy. There is a lot of information on the topic, so the presented analysis is only part of a large -scale study. This is the first article of the cycle, it is devoted to the assessment of the development and application of artificial intelligence (AI) in the countries of the so -called “classic” BRICS. This study seeks to address the question of whether universities in the BRICS countries are prepared to accept the new reality and recognize artificial intelligence as an ally in the generation of new knowledge-both for faculty and studentsas well as a tutor and mentor in the processes of formulating and assessing learning tasks. A key factor in the development of AI capabilities at the national level is public policy, not merely in the form of declarative statements, but through concrete actions and sustained funding directed toward AI development. The paper analyzes national AI development strategies in the BRICS countries and examines selected approaches adopted in higher education institutions to integrate AI into teaching, learning, and research activities.
