Desentralisasi yang Berliku: Menelusuri Dinamika, Ketimpangan, dan Masa Depan Otonomi Daerah di Indonesia
Year: 2025
Type: article
Abstract: Regional autonomy has become a key agenda item in Indonesia's post-1999 government reforms, aimed at achieving more democratic, effective, and community-focused governance. Although decentralization has been underway for more than two decades, its implementation has yielded varying results, necessitating a review of its history, developments, and challenges. This article traces the history of decentralization, analyzes the implementation of regional autonomy since the enactment of Law No. 22 of 1999 and its revisions, and evaluates its impact on development and local government performance. Using a literature review method with a qualitative descriptive approach, this study references journals, regulations, state institution reports, and previous research. The results indicate increased public participation, service efficiency, and accelerated development. However, challenges remain, including fiscal inequality, low human resource capacity, and rampant local corruption. Overall, decentralization requires ongoing evaluation to further strengthen local government accountability and responsiveness
