Year: 2025
Type: article
Abstract: This study aims to describe and analyze the forms of cooperation between the TNI and local government in efforts to enhance social resilience in Teminabuan District. The research employed a qualitative approach with a descriptive research design. Data were collected through in-depth interviews, participatory observation, and document analysis, with informants purposively selected from the TNI, local government officials, and community leaders. The data were analyzed inductively using the interactive analysis model developed by Miles and Huberman. The findings indicate that collaboration between the TNI and local government is implemented through various initiatives, including infrastructure development programs, social service provision, local potential–based economic empowerment, and the strengthening of social relations grounded in local cultural values. This cooperation plays a significant role in enhancing social stability and strengthening community capacity to cope with social vulnerabilities. Nevertheless, the collaboration faces several challenges, such as budget constraints, slow bureaucratic processes, and resistance from segments of the community. The study concludes that synergy between the TNI and local government constitutes a strategic approach to strengthening community social resilience, particularly when supported by sustained coordination and active community participation
