Alignment dataset: official post-quantum cryptography instruments and the NIST standards

Year: 2026
Type: dataset
Abstract: The dataset records the official instruments on post-quantum cryptography issued by public authorities in 41 jurisdictions, the European Union among them, as located by a collection begun on 5 September 2026 and a uniform search of every jurisdiction completed on 28 September 2026, and codes how each relates to the post-quantum standards of the United States National Institute of Standards and Technology (NIST). For every instrument it records whether the text names NIST material and whether that material is post-quantum, whether the instrument adopts the NIST algorithms as issued, adopts them with national additions or only names them, the position it takes on algorithms and on hybrid constructions, the migration dates it sets and the reasons it gives. The file holds 184 rows, 177 of them coded instruments across 38 jurisdictions, and the codings rest on verbatim quotations located in retained copies of the instruments. The dataset records alignment only and carries no measure of readiness, maturity or migration progress. The rules are stated in codebook.md and their history in CHANGELOG.md.
