Policy Research on People-Centred Land Rights Policies

Year: 2026
Type: article
Abstract: This article presents findings from research conducted by the Bangladesh Land Rights Network (BLRN), highlighting people perspectives on land governance, equity, and bottom-up process. The research underscores a strong demand for people-centered land policies that prioritize marginalized communities, particularly women and indigenous communities, and integrate grassroots landless people into decision-making processes. Respondents expressed limited trust in government agencies. The study also explores the role of technology in enhancing land governance, cautioning against digital exclusion. A comprehensive review of major land laws and policies reveals persistent implementation gaps, institutional fragmentation, and political interference. The article concludes with a call for transformative reforms rooted in justice, inclusion, and community empowerment—arguing that effective land governance must extend beyond legal frameworks to embrace structural change driven by those most affected.
