Abstract: 本文旨在从学理上阐释义务教育阶段的“双减”政策，即运用多源流理论的分析框架，构建“双减”政策制定的问题源流、政策源流、政治源流和政策之窗的开启等相关内容，同时结合史密斯政策执行理论，从学理上系统解释“双减”政策制定的合理性，以期对“双减”政策进行更全面的分析，帮助全社会更加全面地认识和理解“双减”政策的制定过程及更加自觉地认同教育政策支持中国教育现代化发展的重要性。This paper aims to provide a theoretical interpretation of the “Double Reduction” policy in compulsory education by employing the Multiple Streams Framework to analyze the problem stream, policy stream, political stream, and the opening of the policy window in the formulation of the policy. Additionally, it integrates Smith’s Policy Implementation Theory to systematically elucidate the rationale behind the “Double Reduction” policy from an academic perspective. The goal is to offer a more comprehensive analysis of the policy, helping society at large to better understand its formulation process and fostering greater awareness of the importance of educational policies in supporting the modernization of China’s education system.
