Abstract: This Classroom Action Research (CAR) aims to improve the learning activity of students in class XI TAB 2 at SMK Negeri 6 Malang in the Pancasila Education subject through the Think Pair Share (TPS) cooperative learning model. The characteristics of the research subjects indicate the presence of active energy among students but low levels of concentration and confidence in expressing their opinions. The main problems identified were passivity and unequal participation among students. The research was conducted in two cycles using the Kemmis and McTaggart model. Data were collected through observation, documentation, and field notes. The results showed a significant improvement in students' learning activity, increasing from the pre-cycle stage (35%) to 56.7% in Cycle I and reaching 81.7% in Cycle II. This improvement was driven by the TPS structure, which provided a safe space for students to think independently (Think), discuss in pairs (Pair), and share their ideas (Share). It was concluded that the TPS model is effective in fostering students' confidence to express opinions and promoting inclusive participation among vocational high school students.
